Airport Environs Overlay District — Ordinance 22-20

September 10 Rescheduled County Council Meeting
The official agenda schedules public comments; a public hearing and third reading on Ordinance 25-11; first reading, by title only, of a temporary nine-month data-center moratorium (Ordinance 26-07); first reading, by title only, of data-center and emerging-technology development restrictions (Ordinance 26-06); and first reading, by title only, of a separate three-parcel rezoning (Ordinance 26-08). It also lists other County business and a possible executive session.
September 10 Public Hearing on Ordinance 25-11
The Index-Journal published notice that McCormick County Council will hold a public hearing Thursday, September 10, 2026, at 6:00 p.m. at the W.S. Mims Activity Center, 516 Mims Drive. The notice identifies Ordinance 25-11, the proposed change from Forest Agriculture to Service/Industrial, and five affected parcels.
The County subsequently posted the complete agenda, which confirms the public hearing and third reading and identifies the additional matters scheduled for consideration.
SCELP Letter Concerning Ordinance 25-11
Attorney Emily S. Poole of the South Carolina Environmental Law Project sent this letter to McCormick County Attorney G.P. Callison concerning the public-hearing notice and the third reading that had been scheduled for August 18. The letter presents SCELP’s legal position and is not a court ruling or a County legal opinion.

Capital Project Sales Tax (CPST) Projects
A community member recently asked McCormick First about the status of projects being funded through McCormick County's voter-approved Capital Project Sales Tax (CPST), commonly referred to as the one-cent sales tax.
McCormick First contacted County Administrator James Upchurch and Crystal Barnes for an update.
Five projects in progress; three completed
The County's latest published CPST graphic reports:
- In progress: Projects #1, #3, #6, #7, and #8.
- Completed: Projects #2, #4, and #5.
- No status is shown: Projects #9 through #17.
This confirms that Project #6 is now in progress and shows Projects #7 and #8 underway as well. It also provides updated status for the earlier public-safety and fire-department projects.

About the CPST program
The voter-approved project list includes 17 projects totaling $7.3 million. The official funding agreement specifies that projects are to be funded in their approved order of priority using CPST revenue. It also provides that the County may issue bonds, with repayment coming from CPST revenues, to advance the approved projects.
The County previously advised McCormick First that it must have the full amount of funding available before beginning a project, that approximately $250,000 per quarter is being received in CPST revenue, and that Council has discussed possible bonding to move projects forward more quickly. The newly published status graphic should be treated as the current source for individual project status.
